Search for pool resurfacing cost in a specific city, and most cost-estimator sites hand you a different dollar figure for every metro area. It looks like local pricing pulled from real jobs in that market.
Angi, one of the larger publishers of this kind of page, discloses its method on every city page it publishes: "We start with national average project costs, which we collect by analyzing competitor information, retailer material costs, and input from professional contractors. We then apply local price index data to calculate location-specific estimates that reflect what homeowners typically pay in their local area. To do that, we use data from the U.S. Bureau of Economic Analysis (BEA), including its Regional Price Parities (RPPs), which measure price differences across cities."
What a cost-of-living index does not tell you
A Regional Price Parity compares the general cost of goods, housing rents, utilities and other services in a metro area against the national average, built from CPI consumer price quotes and ACS housing rent data. It says nothing about pool-specific wear, materials pricing, or resurfacing demand in that market.
That is why this page does not publish a per-city price table or rank markets by cost. Running the same five cities through the same index produces five numbers that all describe the same underlying economics, not five separate findings about pools. What genuinely does vary by region
What does change from market to market, on the evidence available, is not the price of the job but the conditions a pool surface has to survive between jobs. If your pool has been through many winters, ask a prospective contractor how they check for freeze-thaw damage under the surface, not just on top of it.

Hard water leaves mineral scale on a finish over time. Ask whether your water has been tested and which finish handles that buildup best for your specific supply.

Shifting clay soil is a structural consideration, not just a surface one. If your property sits on expansive clay, ask whether a Dallas quote accounts for the shell itself, not only the finish.
