Licensed Pool Contractors in Florida, County by County

Florida licenses pool work as a trade of its own, and resurfacing sits inside that licence. This page mirrors the state's own contractor register: how many active pool/spa licences are held in each of the 67 counties, the nine counties that hold none, and the separate licence class for pool finishes that only twenty people in the state hold.

The short version

Broward County holds the most, with 379 active pool/spa contractor licences. The median Florida county holds 20. The five largest counties (Broward, Palm Beach, Lee, Miami-Dade, Collier) hold 37% of the state's licensed pool contractors between them. Nine counties (Calhoun, Dixie, Hamilton, Hardee, Holmes, Jefferson, Lafayette, Madison, Taylor) have no pool contractor licence address at all.

That spread changes what a homeowner should do. In a county with two hundred licensees, three quotes on a resurfacing job is a morning's work. In a county with none, the crew is travelling, the quote carries that travel in it, and the scheduling window is longer, which is worth knowing before you read a national average cost and assume it applies to you. Active pool/spa contractor licences by county

Active licences only, counting both certified (CPC) and registered (RP) pool/spa contractors. The inactive column counts licences held in that county whose holder is not currently permitted to work under them, shown separately rather than folded into the headline number.

Three licence classes, and why the third one matters

A Florida pool licence carries a class, and the class sets the scope. Of the 4,308 active licences, 1,446 are class A, 1,410 are class B and 1,341 are class C, with 111 carrying no class code in the file.

• Class A, commercial pool/spa contractor (1,446 active). Construction, repair and servicing of any pool or spa, public or private.
• Class B, residential pool/spa contractor (1,410 active). The same scope limited to residential pools and spas.
• Class C, pool/spa contractor service (1,341 active). Repair and servicing rather than construction, which is the class written around exactly the kind of work a resurfacing job is.

The statutory definitions sit in section 489.105(3) of the Florida Statutes. The servicing definition names interior refinishing directly, and the commercial and residential definitions both include interior finishes plus the whole of the servicing scope on top. So a resurfacing job can legitimately be done under any of the three, and a class C licence is not a lesser licence for this particular job. It is the one written for it.

The pool finishes specialty licence, and how rare it is

Florida also runs a set of narrow specialty classes for single pieces of pool work. One of them is the Swimming Pool Finishes Specialty Contractor. Across the whole state, 20 people hold it as an active licence, spread across just 6 counties: Broward (5), Duval (1), Hillsborough (2), Lee (6), Palm Beach (4), Pinellas (2).

Read that table next to the 4,308 pool/spa contractors above and the specialty classes look almost vestigial, which is the correct reading. They exist for a contractor who does one narrow thing, and the full pool licence already covers all of it. If you are hiring someone to replaster a pool, a CPC or RP number is the normal answer and a specialty number is the unusual one. Neither is a red flag; a specialty number simply means you should check that the class on it actually covers finishes rather than decking or piping.

How this page was built

One file, a public record: the Construction Industry Licensing Board's licensee extract, read on 2026-09-08. It carries no header row, but the department publishes its code tables separately, so the county codes, the occupation codes and the two status columns are decoded from the state's own published definitions rather than guessed at. The county mapping is re-checked on every rebuild against dozens of towns that sit in exactly one Florida county, and the build fails rather than publishes if any of them disagrees. Counts are of licence records, so a contractor holding two licences appears under each.

Two things this page deliberately does not do. It does not name licensees, because a supply count is useful and a scraped contact list is not ours to publish. And it does not extend the county breakdown to states whose registers we have not read, because a page that shows Florida and then guesses at Texas would be worth less than one that shows Florida and says so.
